5G for fixed connectivity in Cuba

ETECSA reports that over 110,100 Cuban households have DSL connectivity using their Nauta Hogar service. There are also shared facilites -- 986 WiFi hotspots (127 in Havana) and 347 Navigation Rooms (44 in Havana) with 1,309 computers (304 in Havana).

These services are dead-ends on the road to hoped-for "computerization." The Cuban population is around 11 million so, after three years, roughly one person in 100 lives in a Nauta home and the services are limited geographically since DSL is only available in the vicinity of telephone central offices and WiFi hotspots and Navigation Rooms are at fixed locations. Furthermore, the connection speeds are low and the prices high.

When the U. S. began making fixed Internet connections to homes, schools, businesses, etc., we had an installed inventory of relatively new last-mile phone lines, television cables, and longer fiber links and we have been expanding that infrastructure for forty years. Cuba does not have those assets and, even if they were willing to invite foreign investment, the gap would continue to grow. (Furthermore, I wouldn't wish a foreign monopoly or duopoly on anyone).

Could 5G wireless help with Cuban fixed connectivity?

Medium-Earth orbit (MEO) satellite Internet service provider SES has been providing Cuban international transit for two years, so they have an established relationship with ETECSA. SES also provides 2, 3 and 4G mobile backhaul and managed mobile service in places like Chad, Pakistan and Papua New Guinea. (They also offer WiFi hotspots as a service).

SES is planning to offer the same services plus focused small-cell connectivity for 5G networks when their next-generation mPower satellites come online. SES has 20 MEO satellites in orbit today and in 2021 they will be adding seven next-generation mPower MEO satellites with over 4,000 shapeable and steerable beams that can be switched under program control, giving the constellation over 30,000 dynamically reconfigurable beams and over 10 Tbps capacity. The mPower satellites will work in conjunction with their current MEO satellites and their geostationary satellites.

How about using low-Earth orbit (LEO) satellites for 5G backhaul? Several companies are developing LEO Internet-service constellations, but SpaceX's Starlink constellation has a clear lead. Simulation of their announced plans shows that they will have coverage over Cuba by around the middle of next year and after that capacity will grow steadily as they launch new satellites. SpaceX plans to focus on the US market at first, but Elon Musk is an iconoclast who refused to serve Trump and I would encourage ETECSA to at least reach out to SpaceX.

So much for backhaul and system integration, how about connectivity to the thousands of local small cells that would be required for fixed broadband? That would require a lot of local fiber, which could be planned and installed by local people. Decentralization of the design and installation of the edge of a fixed 5G network would require more than capital and new technology -- it would require a political shift to a telecommunication policy focused on economic and social goals. Unfortunately, that seems less likely today than it seemed before the confiscation of SNET and other community networks.

Cuba is emphasizing and investing in mobile connectivity today and phones and tablets are fine for applications like content consumption, online shopping, social interaction, and Twitter-style politics, but businesses, schools, content creators, software developers, etc. need larger computers with fast, fixed connectivity. If Karl Marx were alive today, he might say mobile phones were the opiate of the people.

Cuba's new WiFi regulations -- a step forward, backward or sideways?

Cuba has legalized WiFi access to public Internet hotspots from nearby homes and small businesses, but SNET and other community networks remain illegal under the new regulations. Does this signify a significant policy change?

Soon after Cuba's state monopoly telecommunication company ETECSA began rolling out WiFi hotspots for Internet access, people began linking to them from homes and community street nets. These connections and importing the WiFi equipment they used were illegal, but generally tolerated as long as they remained apolitical and avoided pornography. Regulations passed last month legalized some of this activity in a bid to boost connectivity by allowing Internet access from homes and small private businesses like restaurants and vacation rentals that are located close enough to a hotspot to establish a WiFi connection.

The added convenience may generate more revenue for ETECSA and it will give the Ministry of Communication (MINCOM) some small fees and, more important, registration data on the local-area network operators. (If you license a connection, you have the power to rescind the license). It will also generate some additional network traffic, which may strain network capacity. There are two WiFi frequency bands -- 2.4 and 5 Ghz -- and a friend told me that currently only the 2.4 Ghz band is being used. The new regulations allow use of the 5 Ghz band as well, which will add capacity from homes and businesses to the hotspots, but backhaul capacity from the hotspots to the Internet may become more of a bottleneck and exacerbate quality of service problems.

So much for small networks, but what, if anything, will be the impact of these regulations and their enforcement be on larger, community networks, the largest of which is Havana's SNET? The new regulations bar cables that cross streets and radio transmitter power over 100 mW. SNET uses cables and higher-powered transmitters, so, if these regulations were enforced, they would put SNET and smaller community networks out of business.

However, community networks have been illegal and tolerated since their inception, so it may be that they will continue to be ignored. If that is the case, the new regulations don't really change the status quo, but what if these new regulations foreshadow a policy change? What if ETECSA were willing to collaborate with community networks following the example of Guifi.net in Spain?

If that were the case, ETECSA could take steps like providing high-speed wireless or fiber Internet connections at the locations of the central SNET backbone "pillars" and allowing cables and faster wireless links to and within second-level networks that serve up to 200 users. They could also cooperate with SNET administrators in purchasing supplies and equipment and network management and they could do the same for smaller community networks outside of Havana.

So, which is it -- a step backward with cracking down on SNET and other community networks, a slightly positive step adding locations from which one can access a WiFi hotspot, or a positive indication of a policy change and a step toward incorporating community networks into the recognized and supported Cuban Internet infrastructure?

We will know the answer after the new rules go into effect on July 29, but my guess is that it will be the middle choice, a slightly positive step. Cracking down on SNET would be disruptive -- eliminating jobs and depriving thousands of users of services they value and I don't think the government would want those problems. At the other extreme, full cooperation with community networks would mean ETECSA giving up control and the dilution of their bureaucratic and financial monopoly, which seems unlikely.

But, to end on a more upbeat note -- a friend tells me that he has heard that SNET community representatives are talking with the government. Could ETECSA and MINCOM have different views and, if so, who is in charge?

Update 6/15/2019

Two things. First, the friend I mentioned above commented on my speculation that MINCOM and ETECSA might have different views, saying "ETECSA and MINCOM are so tight together that is hard to say where one starts and the other one begins."

He also pointed out that the administrators of four of the SNET sub-nets posted a statement telling users to remain respectful and calm while they negotiate with MINCOM to protect the interest of SNET and other community networks. They have had one meeting in which they talked about spectrum and the statement refers to the "regulatory framework," suggesting that MINCOM is open to high-speed wireless links. They say the first meeting was productive and they will have future meetings.

This increases my confidence that SNET will survive under these new regulations and, if MINCOM allows high-speed links between the sub-nets, SNET performance will improve. It would be even better if the talks go beyond SNET's survival and move on to ways they can collaborate with ETECSA.

The first month of Cuban 3G mobile Internet service

ETECSA, Cuba's government monopoly ISP, is offering a number of stopgap Internet services -- navigation rooms, home DSL and public WiFi hotspots, but the recently rolled out 3G mobile service is the most important. The plot to the right shows the normalized rate of Cuban domain name requests to Oracle servers during the first full month of operation -- a surrogate estimate of Internet traffic volume. During the limited 3G rollout period of December 4-6, DNS hits were roughly double the previous level. When the full rollout was complete, Oracle DNS queries doubled again -- roughly 4 times that of the pre-rollout level.

ETECSA released 3G mobile sales data for the first month at the recent National Workshop on Computerization and Territorial Cybersecurity and the results were impressive -- there were nearly 2 million transactions and the revenue was over 13 million CUC.

I have argued that as soon as they have the capacity to handle the traffic, ETECSA should cut 3G mobile prices and eventually make this slow, obsolete service free. Doing so would expand and train their user base and lead to the development of new applications. For example, a month after the service was introduced, Sube, a taxi application similar to Uber, but with cash payment directly to the driver, is available.

While free 3G would cut into ETECSA revenue in the short run, Cuban Internet policy should be determined by social and economic goals, not ETECSA profit.

Update on Cuban advances in the "computerization of society"

A recent televised roundtable enumerated advances in the computerization of Cuban society, including:
  • Telephone density is 58% with 6.5 million accounts, 5.2 million of which are cell phones.
  • 1.5 million people access Nauta mail with cell phones.
  • Over 1.7 million have permanent accounts.
  • There are 1,713 public-access spots: 709 WiFi locations, over 700 at ETECSA premises and the same number in third-party locations (but 709+1400 is 2109, not 1,713).
  • There are over 37,000 Nauta Hogar accounts, 22,000 of which were installed this year, and they hope to install another 30,000 by the end of the year.
  • Nauta Hogar is available in 136 municipalities and 22 percent of the Popular Councils.
  • They have installed a lot of fiber.
  • There are over 1,400 cellular base stations and over 520 of them are 3G compatible.
  • There are 935 ATMs, serving all provinces, but only 69 municipalities.
  • There are currently 11,500 point-of-sale terminals, mainly in retail stores.
  • UCI is working on "RED Cuba" a search service for all national intranet content.
  • UCI has a service for monitoring over 1,500 national intranet Web sites -- presumably monitoring traffic, not content.
  • Apklis, the online application center for Android devices, will serve as an alternative to the Google Play store for Cuban applications.
  • An e-government application for the collection and management of fines has been installed in 198 offices.
A few tentative observations come to mind. They are continuing to stress the national Cuban intranet with applications like Apkis and RED Cuba. Nauta Hogar is attractive to a subset of people and small businesses who can afford it and are located in served areas, but it will not reach the mass population -- for that, they are counting on 3G cellular and public-access spots.

A 5G, community network strategy for Cuba (and other developing nations)

In a previous post, I suggested that Cuba might be able to leap over 4G to 5G wireless infrastructure using satellite and terrestrial networks for backhaul. While that would require political and policy change, it would be a good fit with Cuban culture and skills.

Before talking about Cuba, let me say a bit about wireless generations.

Each mobile technology generation used new technology and enabled new applications:
  • 1G: Voice calls
  • 2G: Digital data for text and sending small images
  • 3G: Smartphones for low-quality video, Web browsing, and GPS
  • 4G: High speed, lower latency communication for video streaming and chat and interaction with complex Web content
Fifth-generation wireless will be faster than today's 4G and latency is expected be on the order of 1 ms within the 5G network. Radios will be capable of beamforming -- rapidly switching focused beams among large numbers of devices -- and simultaneous two-way (full duplex) transmission at a given frequency. This will enable real-time applications like control of autonomous vehicles, remote medical procedures and augmented and virtual reality as well as fast file transfer and streaming and other, un-imagined applications.

Do not think of this as the evolution of the cell-phone network; think of it as a discontinuity in wireless communication to mobile and fixed users.

In addition to enabling new applications, each mobile computing generation uses different frequency bands and 5G is being designed to use very high frequencies. High-frequency radio waves enable high-speed transmission and small antennas. Being able to fit multiple small, cooperating antennas in a phone or other device (multiple inputs and outputs (MIMO) increases transmission range and speed. However, there is a high-frequency tradeoff -- low-frequency waves travel farther and are better able to penetrate obstacles like buildings and trees than high-frequency waves.

High-frequency networks will require a multi-tier architecture. With the current cellular network, phones and other devices communicate with a relatively distant base station that is connected by fiber or high-speed wireless to the Internet. Fifth-generation wireless will require many "small cell" radios that communicate with those high-capacity base stations.

Now back to Cuba (and other developing nations).

As of last year, there were 879 cellular base stations in Cuba, 358 of which had been upgraded to support 3G communication. As of 2016, 85.3% of the population was covered by 2G cellular and 47% of the population had 3G coverage. (Note that 2G coverage has barely increased since 2010 and it has been flat since 2012). If they continue rolling out 3G, it should reach the 85.3% fairly soon, but new base stations will have to be added to cover the entire population.

Upgrading from 2G to 3G requires new equipment and also more backhaul capacity between a base station and the Internet because 3G transmission speeds are greater than 2G and 3G applications use more data. For most Cubans, it would also require the purchase of a new phone. High-speed, 5G service would require much more backhaul capacity and new phones.

In densely populated areas it will be economically feasible to provide that backhaul using fiber, but fiber to support 5G capacity throughout the island would be very expensive. In many locations, satellite connectivity may turn out to be a better backhaul medium than fiber. SES Networks (O3b) will be offering connectivity using their middle-Earth orbit satellites before Cuba is ready for 5G and by the time they are ready, low-Earth orbit satellite connectivity from vendors like OneWeb and SpaceX Starlink will be available.

But what about the large number of small-cell radios that be feeding 5G base stations?

Like today's WiFi radios, they will be installed and maintained by community members and users. Cubans are known for do-it-yourslef innovation, for example in keeping old cars running and installing motors on bicycles and they have built community networks in places like Gaspar, Camagüey and Pinar del Río. Havana's SNET, is said to be the largest community network in the world that is not connected to the global Internet and there are over 8.000 amateur radio operators and over 1,400 active, self-employed programmers in Cuba.

Small cell radios will be semi-automatically configured and simpler to install and maintain than the WiFi radios used in today's street nets, but that is the easy part. Decentralized technology calls for decentralized decision making. Local people who are locally elected should decide questions like how many small cells to deploy in a neighborhood or rural area, where they should be located and how to pay for them. Would the current municipal electoral districts (from 200-3,000 inhabitants) be an appropriate locus of network control?

ETECSA would cede local control but be responsible for acquiring international bandwidth and providing backhaul over fiber or satellite from their base stations. They would also serve as consultants to local communities and could negotiate high-volume discount purchases of locally-owned equipment.

Note that I am still assuming a major role for ETECSA in spite of the fact that historically, nations like Cuba have privatized telecommunication and licensed foreign operators in exchange for investment in infrastructure. In previous posts I have suggested that vested interest and bureaucracy at ETECSA and uncertainty over control may be stifling Cuban Internet expansion. To the extent that that is the case, the new administration would have to change the organizational culture to focus on Cuba's stated economic and social policy goals -- leapfrogging current regulation and policy along with the technology. That may be wishful thinking, but if they are able to do so, they will have an advantage over nations in which private company profit trumps (no pun intended) social goals.

The technology is also ill-defined and unproven. While the standard for the first version of the 5G radio interface between a device and base station is complete, other hardware and software standards are still being developed and 5G is based on technologies that have been tested in trials, but not in large scale practice. The first deployments are not expected until next year, user and network equipment prices are not set and competing technologies like Starry may impact pricing and deployment.

In spite of this policy and technology uncertainty, ETECSA can start the ball rolling today by cooperating with and providing Internet gateways to SNET and other street nets, possibly in conjunction with support of the Internet Society and the Organization of American States. They can also learn from the experience of others like Gufinet in Spain and a variety of community networks in the US and elsewhere. At the same time, they should be following the 5G standards process directly and through their vendors, primarily Huawei and SES Networks (O3b), in order to plan for the future.

SpaceX Starlink and Cuba -- a match made in low-Earth orbit?

I've suggested that Cuba could use geostationary-orbit (GSO) satellite Internet service as a stopgap measure until they could afford to leapfrog over today's technology to next-generation infrastructure. They did not pick up on that stopgap suggestion, but how about low-Earth orbit (LEO) satellite Internet service as a next-generation solution?

SpaceX, OneWeb, Boeing and others are working on LEO satellite Internet projects. There is no guarantee that any of them will succeed -- these projects require new technology and face logistical, financial and regulatory obstacles -- but, if successful, they could provide Cuba with affordable, ubiquitous, next-generation Internet service.

Cuba should follow and consider each potential system, but let's focus on SpaceX since their plan is ambitious and they might have the best marketing/political fit with Cuba.

LEO satellite service will hopefully reach a milestone this week when SpaceX launches two test satellites. If the tests go well, SpaceX plans to begin launching operational satellites in 2019 and begin offering commercial service in the 2020-21 time frame. They will complete their first constellation of 4,425 satellites by 2024. (To put that in context, there are fewer than 2,000 operational satellites in orbit today).

SpaceX has named their future service "Starlink," and, if Starlink succeeds, they could offer Cuba service as early as 2020 and no later than 2024 depending upon which areas they plan to service first.

What has stopped the Cuban Internet and why might LEO satellites look good to Cuba?

Cuba blames their lack of connectivity on the US embargo, but President Obama cleared the way for the export of telecommunication equipment and services to Cuba and Trump has not reversed that decision.

I suspect that fear of losing political control -- the inability to filter and surveil traffic -- stopped Cuba from allowing GSO satellite service. Raúl Castro and others feared loss of control of information when Cuba first connected to the Internet in 1996, but Castro is about to step down and perhaps the next government will be more aware of the benefits of Internet connectivity and more confident in their ability to use it to their advantage.

A lack of funds has also constrained the Cuban Internet -- they cannot afford a large terrestrial infrastructure buildout and are reluctant (for good and bad reasons) to accept foreign investment. SpaceX is building global infrastructure so the marginal cost of serving Cuba would be near zero.

They say that the capital equipment for providing high-speed, low-latency service to a Cuban home, school, clinic, etc. would be a low-cost, user-installed ground-station. I've not seen ground-station price estimates from SpaceX, but their rival OneWeb says their $250 ground-station will handle a 50 Mbps, 30 ms latency Internet link and serve as a hot-spot for WiFi, LTE, 3G or 2G connectivity.

Since the marginal cost of serving a nation would be small and they hope to provide affordable global connectivity, I expect their service price will vary among nations. Prices would be relatively high in wealthy and low in poor nations -- there would be no point in having idle satellites flying over Cuba or any other place.

Expansion of the Cuban Internet is also constrained by bureaucracy and vested financial interest in ETECSA and established vendors. While I do not endorse Cuba's current monopoly service and infrastructure ownership policy, it could remain unchanged if ETECSA were to become a reseller of SpaceX Internet connectivity.

In summary, if Starlink succeeds, they could offer affordable, ubiquitous high-speed Internet, saving Cuba the cost of investing in expensive terrestrial infrastructure and allowing ETECSA to maintain its monopoly. The only intangible roadblock would be a loss of control of traffic. (But Cuban propagandists and trolls would be able to reach a wider audience :-).

That is the rosy picture from the Cuban point of view, what about SpaceX?

OneWeb plans to offer LEO satellite Internet service in Alaska in 2019 and hopes to cover all of Alaska by the end of 2020.

How about SpaceX starting by serving Cuba?

I don't know the SpaceX constellation rollout plan, but satellites that serve Cuba would also be capable of serving the eastern US and FCC licenses are conditional upon providing US service in a timely manner.

Since Cuba is an island nation, portions of the footprint of satellites serving Cuba would fall on the uninhabited ocean. That would reduce population destiny in the satellite footprint area, freeing capacity for use by customers in relatively urban areas.

Selecting Cuba as its initial service market would be an audacious move, but Elon Musk is not a conventional, conservative businessman. SpaceX would get a lot of publicity from a Cuba opening and, like the roadster they just launched into orbit, first offering Starlink service in Cuba would have symbolic value -- marking an opening to Cuba.

There is pent-up demand for Internet access in Cuba since they have very poor Internet access given their level of education and development.

Cuba is 166th among the 176 nations the International Telecommunication Union (ITU) ranks on access to telecommunications. Haiti, ranked 167th, is the only nation in Latin America and the Caribbean (LA&C) that ranks below Cuba, yet Cuba ranks 9th in the region on the ITU telecommunication-skills index. Cuba ranks tenth in LA&C on the United Nations Development Programme's human-development index and their mean years of schooling is the highest in the region.

Cuba's relatively high human-development and IT-skill indices reflect its emphasis on free public education at all levels. This is exemplified by the curriculum at Cuba's Information Science University, where students pay no tuition but are required to work on useful applications in education, health, sport, and online government.

But, perhaps the biggest contributor to pent-up demand is El Paquete Semanal, a weekly distribution of current, pirated Internet content that is distributed throughout the nation. I've heard the claim that 95% of Cubans see El Paquete content each week. That sounds high, but it is very popular and has been alleged to be Cuba's largest private employer.

The political situation is the elephant in the room. The US has formed a Cuba Internet Task Force and Trump is following President Obama's lead in seeking to strengthen the Cuban Internet, so it unlikely that the US government would object to SpaceX offering Starlink service to Cubans.

That being said, such a move would be unpopular among some members of Trump's Cuban "base." While there might be some domestic political cost to SpaceX, an opening to Cuba would be seen as extremely positive in Latin America and the rest of the world and SpaceX and Tesla are global companies. (Only Israel supports the US embargo of Cuba).

Update 2/27/2018

Two years ago, Google invested $900 million in SpaceX, stating that they expected the acquisition would be used “to keep Google Maps accurate with up-to-date imagery and, over time, improve Internet access and disaster relief.”

In the aftermath of Hurricane Maria, Google began providing mobile phone and Internet connectivity in Puerto Rico using their Project Loon balloons and today they are serving 200,000 Puerto Rican users. They have learned from this effort and demonstrated the ability to provide Project Loon connectivity. How about using Starlink when it is available?

Starlink envisions low-cost, user-installed terminals at homes and other end-user sites, but their satellites will also have to connect to ground-stations and it turns out that Google has a lot of terrestrial points of presence on the Internet. Some of them are shown on the following map:

Note that one of those points of presence is in Havana and two others are in Puerto Rico.

SpaceX rocketry, Starlink satellites and service plus Google's terrestrial infrastructure sounds like a formidable combination -- perhaps too formidable. A part of me would love to see such a combination succeed and eventually provide a truly global Internet, but I am also afraid of the market and political power that enterprise would have. Would this or any other global Internet service provider require unique regulation and, if so, what should it be and who has the power to do it?

If a global ISP monopoly (or even an oligopoly) doesn't worry you, what about adding strong AI -- is the Earth beginning to grow a nervous system -- with us as biological components (for the time being)?

Update 3/20/2019

SpaceX sister company, SpaceX Services, filed an FCC application for "a blanket license authorizing operation of up to 1,000,000 earth stations that end-user customers will utilize to communicate with SpaceX’s LEO constellation." Those end-users will be individuals, libraries, schools, etc. "throughout the contiguous United States, Alaska, Hawaii, Puerto Rico, and the U.S. Virgin Islands." SpaceX will begin launching operational satellites this year, and those that provide connectivity over the US east coast and Puerto Rico will have idle capacity when in sight of Cuba. Cuba isn't politically ready to allow home connectivity, but how about satellite links to Youth Clubs, schools, clinics, libraries, etc.? It would be legal from the US side and the sort of thing Elon Musk might like to do.

Cuba's year-end progress report -- emphasis on the national intranet

In 2014, Cuba embarked on a program for the "informatization" of society and "advances in the informatization of society" was the theme of the short videos by ETECSA president Mayra Arevich Marín and Vice Minister of Communications Wilfredo González, which are at the end of this post.

The following are some of the points they made:
  • Some e-government -- paying taxes, recording of births and marriages, court information, etc. is now online.
  • Mobile banking and bill paying has been tested by 20,000 users and will be rolled out this year.
  • Cuban content continues to be developed.
  • There are now 11,980 home DSL subscribers. (This is a drop in the bucket, but more than I would have expected).
  • Connectivity at hospitals and medical facilities have improved -- 200 clinics and 190 pharmacies now have connectivity.
  • School connectivity at all levels has improved and all universities have fiber links.
  • They will offer mobile phone access to the Internet this year.
I was struck by the emphasis on the Cuban national intranet, as opposed to the global Internet, in nearly all of this. This emphasis is reflected in the relatively low price of intranet access and the continued development of Cuban content and services.

The speakers mentioned Cuban services like the Ecured encyclopedia, Redcuba intranet portal and search engine, Reflejos blog site, CubaEduca teaching site and Andariego maps, which are somewhat like Cuban counterparts to Internet sites like Wikipedia, Google, Wordpress, the Khan Academy and Google Maps respectively. González even mentioned Mi Mochila, the state-sanctioned offline competitor to El Paquete, which is arguably the largest private employer and most pervasive source of digital information in Cuba.

I say these Cuban services are "somewhat like" corresponding Internet services because, given Cuba's population and resources, they can never hope to match the scope and functionality of their global counterparts. For example, Ecured is the closest of these services in design and function to its global counterpart, Wikipedia (both are based on the same software), but the number of Wikipedia articles and size and variety of its editor community are not comparable. Similarly, Redcuba is limited to the national intranet rather than the global Internet.

Copyright considerations also limit the eventual scope of the national intranet. For example, El Paquete distributes pirated Internet material. Some intranet services may also depend upon pirated software. For example, Andariego uses ESRI's ArcGIS geographic information system software -- do they pay for it?

Data on SNET and a few suggestions for ETECSA

What would be the impact of, say, a $100,000 equipment grant from ETECSA to SNET?

I've written several posts on Cuba's user-deployed street networks, the largest of which is SNET in Havana. (SNET was originally built by the gaming community, but the range of services has grown substantially). My posts and journalist's accounts like this one describe SNET, but a new paper presents SNET measurement data as well as descriptive material.

The abstract of the paper sums it up:
Working in collaboration with SNET operators, we describe the network’s infrastructure and map its topology, and we measure bandwidth, available services, usage patterns, and user demographics. Qualitatively, we attempt to answer why the SNET exists and what benefits it has afforded its users. We go on to discuss technical challenges the network faces, including scalability, security, and organizational issues.
You should read the paper -- it's interesting and well-written -- but I can summarize a few points that caught my attention.

SNET is a decentralized network comprised of local nodes, each serving up to 200 users in a neighborhood. The users connect to local nodes using Ethernet cables strung over rooftops, etc. or WiFi. The local nodes connect to regional "pillars" and the pillars peer with each other over fixed wireless links. The node and pillar administrators form a decentralized organization, setting policy, supporting users and keeping their servers running and online as best they can. (This reminds me of my school's first Web server -- a Windows 3 PC on my desk that crashed frequently).

The average utilized bandwidth between two pillars during a 24-hour period was 120 Mb/s of a maximum throughput of 250 Mb/s and the authors concluded that throughput is generally constrained by the available bandwidth in the WiFi links between pillars. As such, faster inter-pillar links and/or adding new pillars would improve performance. Faster links from local nodes to pillars, new node servers, etc. would also add to capacity and availability, but that hardware would cost money. The Cuban government would probably see the provision of outside funds as subversive, but what would be the impact of, say, a $100,000 equipment grant from ETECSA to SNET?

The paper drills down on the network topology, discusses applications and presents usage and performance statistics. Forums are one of the applications and one of the forums is Netlab, a technical community of over 6,000 registered members who have made over 81,000 posts. They focus on open-source development and have written a SNET search engine and technical guides on topics like Android device repair. The export of Cuban content and technology has been a long-standing focus of this blog, and it would be cool to see Netlab available to others on the open Internet.

The authors of the paper say that as far as they know, "SNET is the largest isolated community-driven network in existence" (my italics). While it may be the largest isolated community network there are larger Internet-connected community networks and that is a shame. I hope Cuba plans to "leapfrog" to next-generation technology and policy) while implementing stopgap measures like WiFi hotspots, 3G mobile and DSL. If SNET and other community networks were legitimized, supported and linked to the Internet (or even the Cuban intranet), they would be useful stopgap technology. ETECSA could also use the skills of the street net builders.

I don't expect ETECSA to take my advice, but if working with SNET is too big a step, they might test community collaboration by working with the developers of a smaller street net like the one in Gaspar or try involving communities in networking some schools, experimenting with community-installed backhaul or deploying interim satellite connectivity.

Mobile coverage in Cuba -- mixed 2G and 3G

Cuba us rolling out 3G mobile service rapidly, but capacity remains a question mark.

In an earlier post, I raised a few questions about Cuba's current and planned mobile coverage. I've now found answers to one of my questions -- what is the current mobile coverage?

Hilda María Arias Pérez, Central Director of ETECSA’s Mobile Services Division, reports that there are 4,220,000 mobile accounts and 856 2G locations, covering 75% of Cuban territory and 85% of the population. They began the 3G rollout April 10 and by May 10 had 343 3G locations covering 13 % of the territory and 47% of the population.

The map shown above is consistent with this crowdsourced coverage map:

Strong signal: received signal strength indicator (RSSI) > -85dB,
Weak: RSSI < -99dB

The rapidity of the rollout indicates that cell tower upgrades were simple, but it does not answer the question of radio and backhaul capacities. Third-generation users will transfer more data than 2G users, who mainly use their phones for calls and text-based applications. On the other hand, ramping up of 3G usage will be limited by phone incompatibility, service cost and Trump's ban on self-directed, individual travel. (I'd be curious to know what percent of 3G traffic is used by roaming tourists).

The anecdotal reports I have seen indicate that 3G performance is good today, but the future remains unclear. Hopefully, ETECSA is planning to install backhaul capacity to deal with 3G loads in the short run and 5G loads in the future.

Minister of Communications, Maimir Mesa Ramos announced that there are 879 mobile base stations in Cuba and 358 of them support 3G.He also said there were about 4.3 million mobile accounts, but did not comment on the percent of mobile phones that were 3G compatible.

Google Global Cache coming to Cuba

A win for Cuba, Google and the US administration

There have been rumors this week that Google was about to announce some sort of deal in Cuba and I had speculated (wished really) that they might be collaborating with ETECSA, Cuba's government telecommunication monopoly, in their forthcoming fiber trial in Havana -- hopefully leading eventually to a city-wide fiber backbone.

That wish may not be granted, but it seems a big deal is in the offing. The Associated Press reports that on Monday Eric Schmidt will be in Havana to sign a deal bringing Google Global Cache to Cuba. The AP post does not reveal any details -- I guess we will have to wait till Monday for that -- but if Eric Schmidt is travelling to Havana for the announcement, my guess is that Google's content and services will be cached on ETECSA servers in Cuba.

I've speculated earlier on the possibility of Google investing in a Cuban data center and this would be the first such investment. If Google content and services are cached on the Island, Cubans will see improved performance and it will reduce the load on the undersea cable connecting Cuba to the Internet. Multiple caches within Cuba could reduce the load on their national backbone as well.

I don't know if Google will be covering the cost of the project or not, but even if they don't, Cuba will be getting access to and training on state of the art technology. That would be more valuable than the cost of servers. (It would be cool if Cuban universities were involved in the project).

Google will also win. If Google performance improves significantly, they will gain users who click on ads and use services like YouTube, Google Plus, Google Drive and Gmail. These payoffs would not come for some time, but eventually change will come to Cuba. (And, I'd love to see a country -- even a small one -- in which Google Plus was more popular than Facebook).

Chinese companies have dominated the Cuban infrastructure market to date and Huawei is a partner in the aforementioned fiber trial. If Google collaborates with ETECSA in content delivery and data center infrastructure, it will establish them as a business partner, gaining them a seat at the table when other Cuban infrastructure -- like a fiber backbone in Havana -- is planned and procured.

It would also be good publicity for Google and a win for the US administration and President Obama's legacy. Trump says he wants to renegotiate "the deal" with Cuba, but if this Google/ETECSA partnership materializes, Google will be added to the list of US airlines, telephone companies, hotel chains, cruise lines, etc. who have begun doing business in Cuba under the terms of the current "deal."

We will know more on Monday, but I hope the AP report turns out to be accurate.

We are seeing pushes by Cuba and by the US to close business deals before Trump becomes president. It is hard to imagine Trump -- a business man -- killing business deals when the majority of Americans favor more liberal relations with Cuba.

Update 13/13/2017

The deal has been signed -- Google Executive Chairman Eric Schmidt and ETECSA Executive President Mayra Arevich Marín announced that Google Global Cache will be coming to Cuba.

No details have been released, but I've been told by a friend that Google's content will in fact be cached in Cuba.

Google network engineer Mike Axelrod gave a presentation on the working and advantages of Google Global Cache at an Internet Society conference in 2008. He estimates a 20% latency improvement over slow links when content is cached within the ISP network (ETECSA in this case), but that will depend upon many factors.

I do not know when the system will go live, but the impact will be minimal at first because of other congestion points in the Cuban Internet. But that is short term. The real significance of this deal is the acceptance and inclusion of Google as a vendor, a willingness of Cuba to begin moving to modern technology and one more relationship that helps lock in the political progress of the last two years.

It has been reported that this project was done at Google's expense. Chinese companies have also supported Cuban Internet projects with below-market loans or grants.



The U.S.-Cuba Trade and Economic Council reports that the Google Global Cache project is being paid for by Google and will cost the government of Cuba nothing.

That is not surprising since Google will gain public visibility and their services will improve. More important, it establishes a business relationship with ETECSA and the cost is a drop in their bucket -- much less even than the cost of selling themselves to the Cuban government has been.

The post also states that
People’s Republic of China-based companies have and continue to provide (either at no cost or with long-term favorable financing backed by the government of the People’s Republic of China) telecommunications and communications infrastructure and consumer communication devices to the Republic of Cuba.
That is more surprising since Chinese companies, especially Huawei are selling a lot of phones, installing a lot of infrastructure and already have business relationships with Cuba. China was also involved in the installation, and some say financing, of the undersea cable connecting Cuba to the Internet.

This post reminds me of a Wikileak from 2010 in which it was disclosed that Cuba was having trouble repaying Chinese debt.

Blogger Mario Felix Lleonart has raised an interesting question -- will the presence of Google servers in Cuba facilitate surveillance and censorship? (His post in English is here). My initial reaction was that it will not because ETECSA has the ability to monitor and control all traffic going to Google servers whether they are on or off the island.

That being said, having the servers inside ETECSA's network would make surveillance faster just as it would make watching YouTube videos faster so they might be able to afford to do more.

I also realize that I have only a very simple understanding of Google's caching algorithm. For example, if someone does an "in:anywhere" search in Gmail, will that cause the contents of all of their Gmail folders to be cached in Cuba? And, if it does, does the Cuban government have a right to see that data?

If so, in what form will it be delivered? Could they be compelled to turn over all of someone's email history in clear text? Would the government have access to Google's machine learning technology for surveillance?

The devil is in the details and there are a lot of details here. We do not know what the legal and technical arrangements are between Google and Cuba or any other nation in which Google caching servers are located.

I've heard from a few folks that YouTube videos are faster since GCC went live and others saying they have not noticed any change. Once things are cached, speed should surely improve. I would also expect that Gmail and Google Drive performance would improve.

Update 5/2/2017

The most recent updates I've received from Cuba indicate that Google's caching servers are still not being accessed by users. Pings and Traceroutes to YouTube.com are directed to hosts with domain names like "mia07s34-in-f78.1e100.net" and "mia07s35-in-f14.1e100.net" and I assume that "mia" in the names refers to Miami.

Furthermore, the ping times between 127 and 136 milliseconds, shown below, are too long to be to a server in an ETECSA data center.


It will be interesting to see the effect of the local servers when they are in use and, more interesting, to see which Google services are cached.

Update 5/22/2018

Facebook dominates Internet use in Cuba and many nations where connectivity is slow and expensive, but as you see here, YouTube has made substantial gains in recent months according to Statcounter.


The upward trend for YouTube began at the end of April 2017, when Google Global Cache (GCC) went live in Cuba. (Other social networks that Statcounter tracks -- Pinterest, Twitter, Google Plus, LinkedIn, and Instagram -- remained fairly flat during the period, so most of YouTube's gain was at Facebook's expense).

It would be interesting to know what Cubans are watching on Youtube -- I bet a lot of it is music videos. I also wonder if Cuban's are posting more video on YouTube. Regardless, Cuba allowing Google to cache content in an ETECSA data center has made a difference and it would not have been possible without Google's lengthy, concerted effort to establish relationships in Cuba.

Wishful thinking -- Google Fiber in Havana

Might ETECSA, Cuba's government-monopoly telecommunication company, collaborate with Google to provide connectivity in Havana? This post offers conjecture, but it is informed conjecture.

Consider the following:
  • When Google Fiber started in Kansas City, most people assumed that it was a demonstration project, intended to spur investment by the incumbent US Internet service providers (ISPs). Few thought that Google wanted to become a retail ISP.
  • Google Fiber garnered a lot of publicity and Google, began speaking of it as a real, profit-making business. They announced other cities and started laying fiber in some of them.
  • Last June, Google bought Webpass, a small ISP that deploys fiber and was experimenting with unproven, but perhaps revolutionary pCell wireless technology from Artemis Networks. I speculated that they might be thinking of shifting Google Fiber to a hybrid fiber-wireless model based on that acquisition and other experiments they were conducting.
  • Last October Google Fiber announced that their work would continue in cities where they had launched or were under construction, but they would "pause operations and offices" in cities in which they had been conducting exploratory discussions and they took many, but not all workers off the Google Fiber project.
  • Google's Project Link has installed wholesale fiber backbones in two African capitals and I have suggested and speculated that they might do the same in Havana (with the caveat that they do it in conjunction with ETECSA, since there are no competing retail ISPs in Cuba as there are in Africa).
  • Google fiber backbones in Kampala and Accra
  • Last July ETECSA announced that they would be running a fiber trial in parts of Old Havana. They did not specify if it was fiber to the premises or neighborhood.
  • A month ago, a friend told me that a friend of his who worked at ETECSA said the fiber trial would begin December 5.
  • Last week, Trump threatened to "terminate the deal" (whatever that means to him) if Cuba would not make it better.
  • Yesterday, nearly identical stories suggesting that the White House was pushing Cuba on deals with Google and General Electric were published in the Wall Street Journal and El Nuevo Herald.

That is all for real -- now for the conjecture ...

Maybe the trial in Old Havana will be a joint project between Google and ETECSA. Google has considerable fiber installation experience with Project Link in Africa and Google Fiber in the US. A joint project with ETECSA would be relatively simple because they would not have to deal with competing ISPs as in Africa or lawsuits and other obstacles from incumbent ISPs as in the United States.

It could either be a pilot experiment -- a trial -- or the first step in leapfrogging Havana's connectivity infrastructure. One can imagine Google installing a fiber backbone in Havana like they have done in Accra and Kampala and leaving it up to ETECSA to connect premises using a mix of fiber, coaxial cable and wireless technology.

If that were to happen, Havana could "leapfrog" from one of the worst connected capital cities in the world to a model of next-generation technology. If things went well in Havana, which city would be next?

The partnership between Google and ETECSA could take many forms. Google might supply expertise and capital and ETECSA could supply labor and deal with the Cuban and Havana bureaucracies.

In return, Google would get terrific publicity, a seat at the table when other Cuban infrastructure like data centers or video production facilities were discussed and more users to click on their ads. (Take that Facebook). Havana could also serve as a model and reference-sell for cooperation between Google and other cities. (Take that Comcast and AT&T). There might even be some revenue sharing, with ETECSA paying Google as the ISPs do in Africa.

This would also be a win for the US administration and President Obama's legacy. Trump says he wants to renegotiate "the deal" with Cuba. If so, he would find Google (and GE?) at the negotiating table along with US airlines, telephone companies, hotel chains, cruise lines, etc.

Again -- this is conjecture ... but would the Wall Street Journal print something if it were not more than a rumor -- perhaps something leaked by the White House?

Well, it looks like my conjecture was off base. December 5th has come and gone without an announcement of the fiber trial in Havana with or without Google's participation.

The US-Cuba Bilateral Commission met today and their press release enumerated considerable progress in several areas, but said nothing about deals with Google or other companies.

An article in OnCuba says that agreements were reached with Google, General Electric, Goodyear, Caterpillar and Norwegian, Royal Caribbean and Pearl Seas Cruises. It restates that Cubans have access to the Play Store and mentions their collaborated on Kcho's WiFi hotspot, but it says nothing about more connectivity or collaboration with ETECSA.
